One of the biggest mistakes people make is to select one that's too small. Ideally, it should fit over all key furniture, extending about 18 inches. If the rug can't fit under the furniture entirely, it's fine to "anchor" it under the front legs.
In a dining room, the rug should fit under both the table and the chairs. It should fit, even when the chairs are pulled out. Rugs can seem to disappear entirely under a bed, so try two runners on each side instead.
